Starting with the bloody draft riots during the Civil War, the author, Thomas A. Reppetto, the former president of the Citizens Crime Commission of New York City, a watchdog and research organization on crime and criminal justice, guides the audience through New York City's history, emphasizing the battles against twentieth-century German and Russian spies and Islamic radicals.
