Avril D. Haines is a Senior Research Scholar at Columbia University and Lecturer in Law at Columbia University Law School. She has served as the Deputy National Security Adviser, Deputy Director of the Central Intelligence Agency and as the Legal Adviser to the National Security Council. Philip C. Bobbitt (moderator), Herbert Wechsler Professor of Federal Jurisprudence at Columbia Law School and Director of the Center for National Security at Columbia, served in the U.S. government during seven presidential administrations, most recently as a member of the External Advisory Board of the CIA.
