Can low crime rates be achieved without high incarceration rates or frequent street harassment of young minority men? Mass incarceration is based on a theory that links crime to the characteristics of potential offenders. Economics tends to link crime to the incentives that potential offenders and potential victims face. Listen to Professor of Economics Brendan O’Flaherty discuss whether low crime can be reconciled with low punishment.
