Silvia Pedraza traces the history of immigration laws in the U.S. to highlight the circumstances that allowed immigration reform to be successfully enacted in the past. She then argues that despite, or perhaps because of, the failure to pass comprehensive immigration reform since 2006, the Latino community has become increasingly mobilized, are now more eager to be new Americans than ever before, and are also more adept at influencing the political system.
