The 2020-2024 MTA Capital Program is the agency’s spending plan for essential maintenance and improvements like new subway cars, accessible stations, and modern signals. The draft capital program released in September outlines nearly $54 billion in projects to fix and modernize New York’s transit network. The goals are ambitious –– and achieving them will be challenging.

This panel will explore critical questions facing the MTA Capital Program. Does the MTA have the capacity to execute such an ambitious subway modernization? Can the agency get costs in line with peer agencies? How realistic is the funding package? What are the implications for MTA debt and the agency’s capacity to deliver service?
