MICHAEL TUBBS
MAYOR OF STOCKTON, CALIFORNIA
Mayor Michael Tubbs is Stockton’s first African-American mayor and the youngest mayor of any major city in America with over 100,000 people, elected at 26. Before that, he served as a City Council Member from 2012-2016.
In his first year as Mayor, he secured $20M to launch Stockton Scholars, which aims to increase the number of Stockton students entering and graduating from college. With an innovative public-private partnership supported by an initial $1M grant, Mayor Tubbs launched SEED, the nation’s first-ever mayor-led guaranteed income pilot. His latest initiative is Mayors for a Guaranteed Income (MGI), a coalition of mayors advocating for a guaranteed income to ensure that all Americans have an income floor. Under his leadership, Stockton has been named an All-America City three times, in 2018 was named the second most fiscally healthy city in the country, and homicides have been reduced by 40%.
MELVIN CARTER
MAYOR OF ST. PAUL, MINNESOTA
Mayor Melvin Carter is St. Paul’s first African American mayor. He leads with an unapologetic equity agenda and his accomplishments include raising the city’s minimum wage to $15/hour; tripling free programs in rec centers; eliminating late fines in public libraries; reestablishing an Affordable Housing Trust Fund; expanding immigrant and refugee support resources, and launching an Office of Financial Empowerment. In the first 100 days of his administration, Mayor Carter worked with Saint Paul’s Police Chief and department leadership to revise the Saint Paul Police Department’s use of force policy, which involved a 2-month public engagement process.
Prior to his election in 2017, Mayor Carter served as a Saint Paul City Council Member; Founding Board Chair of the Saint Paul Promise Neighborhood; Director of the Minnesota Office of Early Learning; and Executive Director of the Minnesota Children’s Cabinet under former Minnesota Governor Mark Dayton. Mayor Carter has trained progressive activists and candidates in over 30 states, and commonly recites his administration’s mantra: “Building a city that works for us all means we all must do the work.”
