While the statements of presidents Obama and Xi have committed the United States and China to “building strategic mutual trust,” there is an increasing perception on both sides that the two countries are trending toward competition, rather than cooperation. Yet such a result is not inevitable, and with a concerted effort on the part of both countries’ governments, the risk of crisis may be averted.
